He was the mayor or like some authority figure or something, and he
accused the boys of being "drunk" and made them turn in their badges.

I think I seen this guy in MR. MOTO TAKES A VACATION as well.

Brooks Benedict was in Air Raid Wardens (1943) and also Mr. Moto Takes a
Vacation (1939). He played a gangster in the latter. Most of his movie roles
were uncredited.

Thank you for the agreement. Apparantly, Mr. Benedict was also in
Dancing Masters. I enjoy the guy's acting.

Benedict went from being a name player in silents to being one of the
most ubuquitous dress-extras in talkies. You simply didn't have a
high-class party scene if it weren't peppered with Brooks Benedict,
Bess Flowers, Major Sam Harris and Jeffrey Sayre. Benedict also threw
Jimmy Cagney a straight line in YANKEE DOODLE DANDY: "Didn't they
enjoy your tryout in Boston?"
